Welcome to the website of the Pensions Commission

The Pensions Commission, chaired by Adair Turner, was set up in 2002 to review the UK private pension system and long-term savings.

The Pensions Commission has now concluded its review and been disbanded.

This website holds a record of the material which the Commission produced throughout its three year review. Both the First and Second Reports are available on this website. Alternatively you may order copies of either report from The Stationery Office website.

History

Adair Turner, John Hills and Jeannie Drake were appointed to the Pensions Commission in December 2002.

The Pensions Commission published its First Report on 12 October 2004, setting out a detailed and comprehensive analysis of the UK pensions system.

Following the publication of the First Report, the Pensions Commission under took an extensive consultation with government, industry and individuals on our analysis and the possible ways forward. We received nearly 250 written submissions and hosted an experts conference on 21 June 2005.

The Commission’s Second Report, published on 30 November 2005, presented its conclusions on the likely evolution of the UK pension system if policy remained unchanged, and the Commission’s recommendations for a new policy direction.

The Commission published a final statement on 4 April 2006, detailing its response to specific issues which had arisen in the debate on pension reform since publication of our Second Report.

The press release issued on 25 May 2006sets out the former Commissioners’ response to the Government’s White Paper ‘Security in retirement: towards a new pensions system’
